Frank Judson Tomkinson was born in Nantwich, Cheshire, on 15 June 1923, the son of Frank and Mary Tomkinson. He joined the temporary wartime staff of Westminster Bank at its Winsford branch in March 1940.
He later left the bank to go on war service, becoming a Midshipman, and later a Sub-Lieutenant, in the Royal Naval Volunteer Reserve. He was killed in action on 27 July 1943, while serving as part of the crew of the steam gun boat HMS Grey Shark. He was 20 years old.
Frank Tomkinson is commemorated on a bank war memorial at NatWest Winsford branch.
