Howard John Skinner was born on 18 December 1911, the son of John and May Skinner. He was educated at Tolling School, Tetherdown, Muswell Hill. He joined the staff of National Provincial Bank in March 1930 as a probationer in the Advance Department, head office, London. He was promoted to junior clerk a few months later and moved to Muswell Hill branch in November 1931. In July 1932 he was promoted to clerk, moved to Chancery Lane branch in January 1935 and then to New Bridge Street branch in May 1938. His brother Alan Arthur Skinner also worked for the bank.
In September 1940 Howard left the bank to go on military service, joining the Royal Army Service Corps. Serjeant Skinner was killed in action in France on 7 June 1944. He was 32 years old. His colleagues later remembered him in the bank’s staff magazine as 'quiet and unassuming he was very willing and capable and his loss will be greatly regretted by those whose pleasure it was to work with him.'
