Douglas Frank Owen was born on 15 March 1916, the son of Arthur Newton Owen and and his wife Florence Kate. He joined the staff of Westminster Bank in March 1935, and from April 1938 was based at its Sidcup branch. Outside work he was a member of the territorial army.
Owen was called to full time army service with the Royal Engineers in August 1939, just before the outbreak of the Second World War. He saw active service with the British Expeditionary Force in France, and on 17 June 1940 was on board a transport leaving for England which was struck and sunk by a bomb. Lance Corporal Owen was among many on board who were killed. He was 24 years old.
Douglas Owen is commemorated on a bank war memorial at NatWest Woolwich branch.
