Charles McCulloch was born in about 1918, the only son of George and Kate EB McCulloch. The family lived in Milnathort, Clackmannan. After leaving school McCulloch went to work for Commercial Bank of Scotland at its Milnathort branch.
During the Second World War McCulloch left the bank to join the Royal Air Force Volunteer Reserve, become an observer on a Wellington bomber crew. On 5 November 1940, just a few days after returning to duty following leave spent with his parents in Milnathort, his plane was involved in a crash while preparing to land at Stradishall, Suffolk. The crew of six were all killed, including Sergeant McCulloch. He was 22 years old.
Charles McCulloch is commemorated on a bank war memorial at Gogarburn campus, Edinburgh.
