Robert Houlton Hart was born on 21 June 1915, the son of Francis William and Katherine Emily Hart. He was educated at the Royal Masonic School, Bushey. He joined the staff of National Provincial Bank as a probationer in February 1932 at London Hammersmith branch. He was promoted to clerk in July 1934, and in April 1937 he moved to London Mayfair branch. Outside work he represented the bank's staff sports club at both rowing and rugby, and was also a territorial soldier, a member of the County of London Yeomanry (Sharpshooters).

 

On the outbreak of war in September 1939 Hart was called up for full time military service with his regiment, part of the Royal Armoured Corps. After completing officer training at Sandhurst he was commissioned in the Sharpshooters, before transferring to the 24th Lancers, where he progressed to the rank of Captain. Captain Hart was killed in action in France on 18 August 1944. He was 29 years old and left a widow, Jean, whom he had married just four months earlier.
