Raymond Arthur Fenner was born on 7 August 1914, the son of Arthur and Ethel Jessie Fenner. He was educated at Minchender Secondary School before joining the staff of National Provincial Bank as a probationer at its London head office (administration department) in February 1931. He was promoted to junior clerk in May 1931 and to clerk in July 1933. In February 1934 he moved to Tottenham Court Road branch and in April 1937 to Piccadilly branch.
Shortly before the outbreak of war in September 1939 Fenner joined the territorial army. He was soon mobilised, serving in the Royal Artillery. He was posted to the Far East in December 1941. He and his regiment were captured in March 1942, and nothing was heard by his family until summer 1943, when it was confirmed that Bombardier was being held in a Japanese prisoner of war camp. He died while still a prisoner in Borneo on 17 February 1945. He was 30 years old and left a widow, Joyce, whom he had married in 1941.
