William Frederick Biggs was born on 15 June 1920, the son of Walter and Lilian Biggs. He was educated at Kingston Grammar School. He joined the staff of National Provincial Bank as a probationer at its City office in London in February 1938, following in the footsteps of his father, who already worked for the bank in its London Princes Street office. He was promoted to junior clerk in May 1938 and to clerk in July 1940. His colleagues later remembered 'he was full of life and energy and an all round sportsman, excelling particularly on the cricket field where he became a member of the bank's first eleven.'
In January 1941 Biggs left the bank to go on war service, joining the Royal Air Force Volunteer Reserve. He was awarded his half wing as a Sergeant air gunner in May 1942. After a period of operations he was transferred to North Africa and it was whilst on a mission from there in April 1943 that his bomber failed to return. Sergeant Biggs was presumed killed on 16 April 1943. He was 21 years old.
