Cyril Frederick Stepto was born on 25 October 1895, the son of Frederick and Alice Stepto. In May 1915, when he was 19 years old, he went to work for London County & Westminster Bank.

In January 1916 Stepto left his job as a clerk at the bank's London Brixton branch to go on military service, becoming a Private in the London Regiment. He died in France on 7 October 1916. He was 20 years old.
