Reginald Frank Higgs was born on 10 April 1893, the son of Augustus William Higgs and his wife Jane Fell Higgs. In November 1910, when he was 17 years old, Higgs went to work for London County & Westminster Bank.

In November 1915 Higgs left his job as a clerk at the bank's London head office to join the army, initially in the London Regiment. He was later commissioned into The Queen's (Royal West Surrey Regiment). Second Lieutenant Higgs died in France on 22 September 1918. He was 25 years old.
