Cecil John Howe was born on 6 February 1888, the son of John Howe and his wife Louisa. His parents were master and matron of Cuckfield Workhouse, Sussex. In January 1906, when he was 17 years old, Howe went to work for London & County Bank. In 1909 London & County Bank merged with London & Westminster Bank and Howe became an employee of the enlarged London County & Westminster Bank.
In 1916 Howe left his job as a clerk at the bank's Southend branch to go on military service, becoming a Private in the London Regiment. He was killed in France on 21 March 1918. He was 30 years old and left a widow, Minnie, whom he had married in 1910.
