Alexander Scott Hill was born on 17 April 1899, the son of Alexander Scott Hill, a Post Office employee, and his wife Margaret. He was educated at Bethesda County School. In July 1915, when he was 16 years old, he went to work for National Provincial Bank of England as an apprentice at its Bangor branch.

In May 1917, shortly after turning 18, Hill left the bank to join the army, becoming a Private in the King's Own (Royal Lancaster Regiment). In early April 1918 he was drafted to France. He was killed in action there a fortnight later on 18 April 1918, the day after his 19th birthday.
