Harold Richard Foxon was born on 16 December 1890, the son of George Foxon and his wife Emily. In April 1908, when he was 17 years old, he went to work for London & County Bank. The following year London & County Bank merged with London & Westminster Bank and Foxon became an employee of the enlarged London County & Westminster Bank.
In September 1914 Foxon left his job at the bank's London Limehouse branch to join the army, becoming a Private in the London Regiment. In December 1915 he was commissioned into the Essex Regiment, and by 1918 he held the rank of Lieutenant. He was shot in the head and killed instantly on 28 August 1918. He was 27 years old and left a widow, Muriel, whom he had married in March 1916.
