Charles William Eltham was born on 29 September 1886, the son of William Cooper Eltham and his wife Emily. In April 1907, when he was 20 years old, he went to work for London & County Bank. In 1909 London & County Bank merged with London & Westminster Bank, and Eltham became an employee of the enlarged London County & Westminster Bank.
In September 1914 Eltham left his job as a clerk at the bank's London Oxford Street branch to go on military service. By 1916 he was a Captain in The Queen's (Royal West Surrey Regiment). He was killed in action in France on 3 November 1916. He was 30 years old.
Charles Eltham is commemorated on a bank war memorial at NatWest London Dean Street branch.
