William Otway Barrington Burrowes was born in 1899 in Edmonton, Middlesex, the son of Barrington and Elise Burrowes. In August 1915, when he was 16 years old, he went to work for London County & Westminster Bank.

In June 1917, 18-year-old Burrowes left his job at the bank's London head office to join the army, serving as a Private in the London Regiment. He was posted to France the following April, and died there on 1 September 1918. He was 19 years old.
