Cecil James Bower was born on 23 July 1889, the son of Arthur Bower, a schoolmaster, and his wife Isabel Marian. In April 1910 he went to work for London County & Westminster Bank.
In September 1914 Bower left his job as a clerk in the bank's head office to join the army. Serjeant Cecil James Bower of the London Regiment was killed in action in France on 30 November 1917. He was 28 years old.
